I guess you think the IT that setup the WiFi are morons, Most Universities WiFi are configured to block VPN’s it’s not that hard for them either even a simple whois will tell them any new VPN’s that show up in their logs and after that it is all automated to block it.
You may be right. But some vpn are carrrying smart protocols loine Openvpn which can be used in a university. I am using it and its working fine.
